Governor Hochul Urges: SHOP SMALL to Help Small Businesses Which Make Up 98% of New York State’s Economy

Editor’s Note: Governor Kathy Hochul along with Key NYS Public Officials are urging consumers to shop local to keep tax dollars in New York. So consider Small Business Saturday on November 26 for your seasonal shopping. The Governor’s release, issued yesterday:

Governor Kathy Hochul today alongside Empire State Development, and the Departments of Labor, Taxation and Finance, and Agriculture and Markets encouraged all New Yorkers to support their local small businesses on “Small Business Saturday” November 26, 2022. Small businesses make up 98 percent of New York State’s economy and generate millions of jobs throughout the Empire State, and by choosing to shop locally Saturday, and every day, New Yorkers are investing in their neighborhoods, strengthening their communities, and keeping tax dollars within New York State.

“Small Business Saturday is an opportunity for all New Yorkers to play a role in strengthening our economy, creating vibrant neighborhoods, and keeping communities connected,” Governor Hochul said. “New York’s small businesses are the core of our economy, and because this community was among the hardest hit at the height of the pandemic, my administration has been squarely focused on its recovery. I encourage New Yorkers to take advantage of all that these businesses have to offer and shop locally this Saturday.”

Empire State Development President, CEO and Commissioner Hope Knight said, “Every time you visit your favorite restaurant or gift shop and buy something new, you are supporting a local small business. Small businesses are the fabric of our communities and when they thrive, we all thrive. ESD has continued to offer support to our small and micro businesses through many programs during the pandemic and beyond but we cannot do it alone–the support of everyday customers is integral, and we encourage New Yorkers to shop your local small businesses this Saturday, and every day.”

New York State Labor Commissioner Roberta Reardon said, “Small businesses are the cornerstones of communities. By shopping at these businesses, we are supporting families, jobs, and New York State’s diverse economy. I encourage New Yorkers to shop small and shop often this Small Business Saturday and throughout the entire holiday season.”

Department of Taxation and Finance Acting Commissioner Amanda Hiller said, “Small businesses were hit hard during the pandemic and are only now beginning to recover. To aid that process, the state has a full array of business tax credits and incentives. I urge small business owners to explore these credits and incentives on our website. I also encourage New Yorkers to shop small this weekend and throughout the year.”

State Agriculture and Markets Commissioner Richard A. Ball said, “New York is home to more than 33,000 family farms that produce world-class food and beverages products. Our hardworking farmers take great pride in feeding their neighbors and fellow New Yorkers, and are truly vital to our state. This holiday season, I encourage you to give thanks for the delicious meals and thoughtful gifts you share with family and shop local to support your community’s producers.”

Small Business Saturday celebrates the entrepreneurial spirit of small business owners and invites shoppers to visit local stores at the beginning of the busy holiday shopping season. The small business sector is a major contributor to the foundation of New York’s economy, employing more than 40 percent of New York’s private sector workforce. Today, New York State has more than 549,000 small business firms, employing more than three million people.

New York State’s Support for Small Business

Under Governor Hochul’s leadership, New York State is providing more than $1 billion worth of assistance through an array of programs and initiatives designed to support small business growth and help entrepreneurs maximize their opportunities for success.

Recently Governor Hochul announced New York State has been awarded $501.5 million in federal funding through the State Small Business Credit Initiative (SSBCI), a program through the federal American Rescue Plan Act. Managed by the U.S. Department of Treasury, SSBCI provides funds to support programs for small businesses, with a focus on recovery from the economic effects of COVID-19 and allowing socially and economically disadvantaged individuals (SEDI) -Owned Businesses the opportunity to succeed in the post-pandemic economy. New York’s $501.5 million in SSBCI funding includes a main allocation of $377.1 million, as well as $124.4 million for socially and economically advantaged (SEDI) businesses.   • The $200M New York State Seed Funding Grant Program launched in September. This program is designed to provide assistance to early-stage small businesses in a recovering New York State economy. This program is open to businesses that are currently operational with annual revenues between $5,000 and $1,000,000 that began operation on or after September 1, 2018, visit nyseedgrant.com for more information on further eligibility requirements and how to apply.
  • The $250 million COVID-19 Capital Costs Tax Credit Program provides financial assistance to New York State small businesses burdened with a range of operational costs stemming from the COVID-19 pandemic, from structural changes and building upgrades to health-related supplies and materials. The Program offers qualifying businesses relief from the added economic burden by providing tax credits to help reduce the pandemic-related financial impact. Small businesses can receive a tax credit of 50 percent of qualifying expenses up to a maximum of $25,000 in tax credits based on qualifying expenses of $50,000.

 

New York State also supports a network of Entrepreneurship Assistance Centers (EAC) in communities throughout the state that provide instruction, training, technical assistance, and support services to individuals who are interested in starting or recently started their own business, or entrepreneurs seeking to expand or strengthen their early-stage business. The New York State Department of Labor offers a multitude of no-cost services for businesses of all sizes, including more than 220,000 job postings on the NYSDOL website, access to tens of thousands of qualified candidates in our talent pool, career fairs and customized recruitments, and Human Resources consultation services. Thousands of businesses each year work with NYSDOL to list their jobs, find the right candidates, access hiring and training incentives, obtain business tax credits and incentives, get help with one-on-one labor law and safety and health compliance services, and find layoff aversion resources. The Department will also launch a new PSAon social media, promoting New York State’s small businesses and encouraging New Yorkers to shop small this holiday season.

New York State offers dozens of tax credits and incentives to help small business owners and entrepreneurs make a beneficial impact in their local communities. Small businesses can access a variety of resources and programs anytime at the Tax Department’s dedicated Business incentives webpage, a one-stop shop for details about tax credits and incentives for a variety of enterprises in various industries–from farming and agriculture to research and development to manufacturing.

Businesses may also qualify for job credits and incentives for hiring and training local workers, or for tax credits and exemptions intended to encourage property improvements. The Tax Department’s website, www.tax.ny.gov, has information about available credits and incentives, as well as details about new income tax relief for many small businesses. The Online Services for businesses webpage provides efficient ways to make payments, view filing information, or otherwise interact with the Tax Department.

The New York State Department of Agriculture and Markets supports New York’s agricultural industry, which boasts over 33,000 farms, 700 farmers’ markets and farm stands, and thousands of small agribusinesses. The Department also administers the NYS Grown & Certified program, which markets local growers and producers participating in safe food handling and environmental sustainability programs, helping them better compete in the marketplace. Additionally, the Taste NY program showcases New York food and beverage businesses at large public events and at Taste NY stores, the State’s Welcome Centers, displays, and concessions at more than 70 locations across New York. This year, ShopTasteNY.com, Taste NY’s online marketplace, will be offering several holiday weekend deals, including offering 40% off sitewide on Black Friday, Buy-One-Get-One 50% off on Small Business Saturday and Sunday, and providing a $25 e-gift card when you purchase $50 or more on Cyber Monday. New Yorkers can also shop for the holidays at the Taste NY Welcome Centers, which will be showcasing local producers with gift baskets containing local foods, handmade items, and other unique products. The Department assists small agribusinesses and farmers with critical services that enhance their business and increase productivity, profitability, and competitiveness.

Governor Kathy Hochul today announced the start of the 2021 fall foliage season in New York State. Fall is one of the most popular travel times in New York, attracting visitors from around the world to explore the state’s unique communities and support local businesses. To help travelers and foliage enthusiasts plan a fall getaway, I LOVE NY will begin issuing its weekly fall foliage reports on Wednesday, September 8, and will now include a new enhanced interactive progression map.  

“Every autumn, New York State’s spectacular foliage and natural beauty beckons travelers to our world-class state parks, majestic overlooks, historic sites and unparalleled attractions,” Governor Hochul said. “New Yorkers have long known about the stunning displays of color showcased all across the state, from Niagara Falls to Montauk Point. Now is the perfect time for residents and visitors alike to plan a fall escape and experience this incredibly colorful season in our great state.”  

Empire State Development Vice President and Executive Director of Tourism Ross D. Levi said, “The fall foliage season in New York State is always a magical time of year, and the I LOVE NY weekly foliage report is a great tool for visitors looking to plan a seasonal getaway. Our new interactive fall foliage map highlights a variety of attractions and events, from harvest festivals to Halloween celebrations, craft beverage trails, museums and family fun, helping residents and visitors alike to find what they love while exploring the amazing palette of autumn colors on display across the state.”  

The foliage report is compiled each week using the on-location field observations from I LOVE NY’s team of volunteer leaf peepers. More than 85 spotters extending across the state’s 11 vacation regions are tasked with keeping track of the color change in their area as leaves progress each week. Reports detail the predominant leaf colors, approximate percentage of change, and how much color change has progressed relative to peak conditions.  

New this year, I LOVE NY is introducing an enhanced, interactive map that tracks weekly foliage change and progression across the state throughout the season. The map, located on the I LOVE NY foliage website, showcases great foliage viewing locations in each of the various regions throughout the state. Visitors can also use the map to see what the foliage is like during peak viewing in a given area, and learn about nearby, must-see attractions. 

Thanks in part to its size and location, New York State has one of the longest and most colorful foliage seasons in the country. On any weekend from late September through mid-November, part of the state is likely experiencing peak foliage.  

Travelers are also invited to share their photos of New York State’s amazing foliage on social media by using the #NYLovesFall hashtag. Photos submitted to this hashtag have a chance of being featured on the I LOVE NY fall foliage website and official I LOVE NY social media accounts reaching nearly two million followers. Reports and the new interactive map are updated Wednesdays throughout the season at www.iloveny.com/foliage.Reports are also available toll-free by dialing 800/CALL-NYS (800/225-5697) from anywhere in the U.S., its territories and Canada. Governor Andrew M. Cuomo today announced that the COVID-19 positivity rate in every region of New York State has dropped below 1 percent for the first time since August 19, 2020.

“New Yorkers continue to beat back COVID-19 by getting vaccinated and practicing safe behaviors, and we’re making progress rebuilding New York for the future. Vaccination is the key to defeating this terrible virus for good, and we need all New Yorkers who haven’t yet received the shot to do so,” Governor Cuomo said. “We’re upping our game with new incentives to encourage New Yorkers to get vaccinated, including a $5 million lottery and free full scholarships to SUNY and CUNY. The numbers are coming down and more shots go in arms every single day, and we’re lifting restrictions to help New Yorkers move into the new normal and build our economy back.”Today’s data is summarized briefly below:

All New York State mass vaccination sites are now open to eligible New Yorkers for walk-in vaccination on a first-come, first-serve basis. People who would prefer to schedule an appointment at a state-run mass vaccination site can do so on the Am I Eligible App or by calling 1-833-NYS-4-VAX. People may also contact their local health department, pharmacy, doctor or hospital to schedule appointments where vaccines are available, or visit vaccines.gov to find information on vaccine appointments near them.

The COVID-19 Vaccine Tracker Dashboard is available to update New Yorkers on the distribution of the COVID-19 vaccine. The New York State Department of Health requires vaccinating facilities to report all COVID-19 vaccine administration data within 24 hours; the vaccine administration data on the dashboard is updated daily to reflect the most up-to-date metrics in the state’s vaccination effort. New York State Department of Health-reported data from NYSIIS and CIR differs slightly from federally-reported data, which is inclusive of federally-administered doses and other minor differences. Both numbers are included in the release above.

New Yorkers 60 Years of Age and Older Can Be Vaccinated Beginning March 10

Government Employees, Nonprofit Workers, and Essential Building Service Workers Are Eligible for COVID-19 Vaccine Beginning March 17

Vaccine Distribution Eligibility Expanded; All Providers Except Pharmacies Can Now Vaccinate Any Eligible New Yorker Starting March 17; Pharmacies Can Vaccinate 60-plus and Teachers Per Federal Guidance Starting March 10

New Yorkers Can Make Appointments at State-Run Vaccination Sites by Utilizing New York’s ‘Am I Eligible’ Tool or Calling 1-833-NYS-4-VAX

Governor Andrew M. Cuomo today announced a new expansion of COVID-19 vaccine eligibility in New York. Beginning March 10, all New Yorkers 60 years of age and older will be eligible to receive the vaccine, while public facing essential workers from governmental and nonprofit entities will be eligible beginning March 17. This expansion also includes public-facing essential building services workers.

Additionally, the Governor announced that with increased supply of the vaccine, restrictions concerning which segments of the eligible population specific providers can vaccinate will be relaxed to align with the expanded eligibility on March 17. Previously, certain types of providers were directed to focus their vaccination efforts on specific populations to ensure equitable vaccine distribution. For example, hospitals vaccinated health care workers, local health departments vaccinated essential workers and pharmacies vaccinated New Yorkers 65 years of age and older. Now, providers will be able to vaccinate any eligible New Yorker, with the exception of pharmacies, which will focus on individuals over the age of 60 and teachers, in line with federal policy. Pharmacies may begin vaccinating individuals over the age of 60 and teachers on March 10. As part of this effort, providers are being encouraged to vaccinate those New Yorkers most at risk, such as individuals 60 years of age and older and people with comorbidities and underlying health conditions.

“New York is marching forward expanding access to the COVID-19 vaccine, addressing underserved communities and getting shots in arms as we turn the tide in the fight against this virus,” Governor Cuomo said. “Supply is steadily increasing and we’re opening new vaccination sites and expanding eligibility to match it. New Yorkers over 60 years old and those who serve their fellow New Yorkers in the public sector are more vulnerable to COVID-19, and we’re addressing that vulnerability by providing access to the vaccine. The fight against the COVID beast continues on all fronts, and we’re pushing the infection rate down while getting our vaccinations up.”

Under this new expansion of eligibility, the following essential workers will now be eligible to begin receiving the COVID-19 vaccine on March 17:

  • Public-facing government and public employees
  • Not-for-profit workers who provide public-facing services to New Yorkers in need
  • Essential in-person public-facing building service workers

This includes workers such as public works employees, social service and child service caseworkers, government inspectors, sanitation workers, DMV workers, County Clerks, building service workers and election workers – the everyday heroes who have been showing up day in and day out throughout this pandemic.

New York’s vast distribution network and large population of eligible individuals still far exceed the supply coming from the federal government. Due to this limited supply, New Yorkers are encouraged to remain patient and are advised not to show up at vaccination sites without an appointment.   

CSEA President Mary E. Sullivan said, “Since the start of this pandemic, essential front line public workers have risked their own safety and the safety of their families to make sure our state and local governments keep providing needed services to all New Yorkers. We are gratified to hear all these workers will now be eligible for the vaccine. They deserve to be protected so that New York can fully and safely reopen.”

NY AFL-CIO President Mario Cilento said, “Our essential workers have been on the front lines since the start of this pandemic to ensure our communities can continue to function in the midst of this crisis. While many essential workers have already been vaccinated, it is now time to ensure the rest of the individuals who are going to work every day and interacting with the public are protected against this virus and can keep themselves and their families safe. I thank Governor Cuomo for expanding vaccine eligibility to even more public-facing essential workers and for the state’s ongoing efforts to vaccinate every single New Yorker.”

32BJ SEIU President Kyle Bragg said, “We applaud Governor Cuomo for adding building service workers to the vaccine eligibility list. Building service workers have protected the city during the pandemic and will now get the protection they need to stay safe. Building service workers like door staff, supers, cleaners, security officers, resident managers, porters helped New Yorkers to get through the pandemic and are vital to the city’s recovery. Their health and safety is tied to the city’s health and safety.”

DC 37 Executive Director Henry Garrido said, “District Council 37 members have put their lives on the line every day to provide essential services New Yorkers rely on. Prioritizing our workers for vaccine eligibility is the right thing to do. It keeps them, their families and their communities safe. I applaud this expansion.”

Uniformed Sanitationmen’s Association Local 831 IBT President Harry Nespoli said, “We have been in constant communication with the governor’s office on this issue and are very happy that our members will be eligible to receive vaccinations. Upwards of 25% of our members have been infected by COVID-19 and, tragically, four died. We greatly appreciate the governor’s actions.

Eligible New Yorkers will be able to schedule appointments at state vaccination sites by utilizing New York’s ‘Am I Eligible’ website or by calling the state’s COVID-19 Vaccination Hotline at 1-833-NYS-4-VAX (1-833-697-4829).

New York is maintaining and expanding a vast vaccine distribution network. On March 8, Governor Cuomo announced that as the federal vaccine supply continues to increase, New York will establish 10 additional state-run mass vaccination sites in the New York City, Long Island, Hudson Valley, Capital, Southern Tier, Mohawk Valley and Western New York regions to further grow New York’s vast distribution network. The sites remain in development and are expected to launch in the coming weeks. Final details, including appointment scheduling information and hours of operation will be released in the coming days. 

Not only has New York already established 13 other state-run mass vaccination sites, but in order to meet the Governor’s mandate to ensure the fair and equitable distribution of the vaccine, numerous other sites have been established to ensure those New Yorkers living in underserved communities have direct access to the vaccine. This includes six joint state-FEMA community-based vaccination sites, the Yankee Stadium mass vaccination site, and more than 120 community-based pop-up sites in public housing developments, churches and community centers.

Governor’s Update on State Vaccination Program

Governor Andrew M. Cuomo today updated New Yorkers on the state’s vaccination program. As of 11 a.m, today, New York’s health care distribution sites have administered 96 percent of first doses received for week 1-9 first doses. The week 10 allocation from the federal government is beginning to arrive in New York State, and New York’s health care distribution sites have administered 85 percent of doses so far delivered. 

Approximately 10 million New Yorkers are currently eligible to receive the vaccine. The federal government has increased the weekly supply by more than 20 percent over the next three weeks, but New York’s vast distribution network and large population of eligible individuals still far exceed the supply coming from the federal government. Due to limited supply, New Yorkers are encouraged to remain patient and are advised not to show up at vaccination sites without an appointment.   

“New Yorkers have been doing their part to keep the infection rate down, and we’re continuing to do everything we can to get shots into arms as quickly and fairly as possible,” Governor Cuomo said. “It’s working – we’ve made it past the post-holiday surge and our numbers continue to go down every day – but our issue remains lack of federal supply. With new leadership in Washington we are now expecting another increase in doses for week 11, allowing us to vaccinate even more New Yorkers every week and bringing us one step closer to winning this war and becoming the first COVID-free state.”   

A screening tool, Am I Eligible?, https://am-i-eligible.covid19vaccine.health.ny.gov/ has been updated for individuals with comorbidities and underlying conditions with new appointments released on a rolling basis over the next weeks. Starting next week, local health departments will also receive vaccine allocations for these individuals. New Yorkers can use the following to show they are eligible:

  • Doctor’s letter, or
  • Medical information evidencing comorbidity, or
  • Signed certification 

Vaccination program numbers below are for doses distributed and delivered to New York for the state’s vaccination program, and do not include those reserved for the federal government’s Long Term Care Facility program. A breakdown of the data based on numbers reported to New York State as of 11AM today is as follows. Beginning week 9, allocation totals are inclusive of some excess vaccine doses that have been reallocated from the federal Long Term Care Facility program. The allocation totals below include 40 percent of the week 10 allocation which will finish being distributed to New York provider sites on Sunday. 

To date, New York’s health care distribution sites have administered 96 percent of first doses received from the federal government for weeks 1-9 but due to the federal government’s limited allocation, appointments have filled up quickly. New Yorkers seeking to determine eligibility and schedule an appointment at a state-run mass vaccination site, can visit the ‘Am I Eligible’ website. New Yorkers may also call their local health department, pharmacy, doctor, or hospital for additional information and to schedule appointments where vaccines are available. 

The COVID-19 Vaccine Tracker Dashboard is available to update New Yorkers on the distribution of the COVID-19 vaccine. The New York State Department of Health requires vaccinating facilities to report all COVID-19 vaccine administration data within 24 hours; the vaccine administration data on the dashboard is updated daily to reflect the most up-to-date metrics in the state’s vaccination effort. 

New Yorkers who suspect fraud in the vaccine distribution process can now call 833-VAX-SCAM (833-829-7226) toll-free or email the state Department of Health at STOPVAXFRAUD@health.ny.gov. Hotline staff will route complaints to the appropriate investigative agencies to ensure New Yorkers are not being taken advantage of as the State works to vaccinate the entire eligible population.
